I bought the car from a salvage yard so I'm not the original owner nor do I know who it was. When I push the button to turn it on, the off light stays on. On the other hand, if the previous owner had it permanently disabled by reprogramming the ECU, you'll only be able to bring it back by reprogramming the ECU again with something like an SCT X-Cal, or removing the chip that the previous owner might have installed.

If you had that apart I understand shit happens but if not there is no way for that ring to fall out unless is fell out at the factory during assembly.
